Marbella is moving forward with the planning process for one of the largest urban developments proposed for the eastern side of the city. The scheme focuses on Arroyo Segundo, where more than 354,000 square metres of land currently classified as rural could be transformed into a new urban area with housing, economic activity, green spaces and new infrastructure.

The documentation forms part of a municipal file to define a New Urban Development Transformation Area (ATU-NU).

One of the scenarios under consideration allows for a maximum capacity of 1,582 homes, although this figure does not yet represent a final number of authorised properties.

The detailed layout will need to be developed later through the corresponding planning process.

More than 35 hectares north of La Ermita

The area is located in a strategic growth zone of Marbella.

The land lies mainly north of the La Ermita industrial estate and close to the AP-7 motorway, between already developed areas and other plots awaiting future urban development.

Nearby areas include Lomas del Olivar, Bello Horizonte and the surroundings of La Cañada.

The proposal aims to gradually complete the urban fabric in this part of Marbella and improve links between areas that are currently separated by major roads and undeveloped land.

Between 1,338 and 1,582 homes

The economic documentation studies several development scenarios.

The forecasts consider a density of around 55 to 65 homes per hectare, which would allow for between 1,338 and 1,582 homes.

However, these figures form part of the calculations included in the proposal and could still change during later planning stages.

The project is also not intended to be exclusively residential.

The proposal establishes that at least 25% of the total buildable area should be allocated to non-residential uses, including economic, commercial and service-related activity.

The aim is to create a neighbourhood where some everyday needs can be met within the area itself.

A development valued at up to €590 million

The economic report gives an indication of the overall scale of the project.

Under the lower-density scenario, the promoters estimate total revenues of around €381.9 million.

Under the maximum-density scenario, that figure rises to approximately €590.9 million.

The calculations include both the sale of homes and the commercialisation of spaces intended for economic activity.

Estimated total costs range from approximately €252.4 million to €371.8 million, depending on the level of development eventually approved.

These figures are financial forecasts included in the planning file and should not be interpreted as investments that have already been definitively committed.

More than €25 million for urbanisation works

A significant part of the budget would be used to physically transform the site.

The proposal estimates around €25.46 million for internal urbanisation works and connections to existing infrastructure and utility networks.

Additional spending would be required for specific road works and infrastructure around Arroyo Segundo.

The documentation also proposes new connections designed to better integrate the future development with the rest of Marbella.

New links towards La Cañada and Bello Horizonte

Mobility is one of the most relevant aspects of the proposal.

The plan studies the adaptation of the existing underpass beneath the AP-7 to improve the connection with La Cañada, as well as new or upgraded links towards Bello Horizonte and the La Ermita industrial estate.

Connections are also proposed with streets such as Torno, Hierro, Platino and Diamante, together with other routes towards José Iturbi, Antonio Lizarza and Fray Agustín de San Pablo.

The objective is to create new north-south and east-west routes and reduce the area’s dependence on the main existing road corridors.

Housing, services and public facilities

The development of Arroyo Segundo has been appearing in Marbella’s urban planning discussions for some time.

In September 2025, the Town Hall had already presented the area as an opportunity to transform approximately 365,000 square metres and create a new neighbourhood with homes, public facilities, green areas and local services.

At that time, the municipality also referred to the possibility of including more than 500 protected homes and consolidating the future permanent Marbella fairground within this broader area.

The current planning process will still need to define how these different uses are distributed.

Potential revenue for the municipality

The economic report also includes estimates of the financial impact the development could have on municipal accounts.

According to the figures presented, one-off municipal revenues could range from approximately €51.8 million to €74.9 million, depending on the scenario eventually developed.

The documentation also considers recurring revenue from local taxes and fees once the area is fully built and occupied.

This is estimated at around €4.5 million per year, although these figures depend on the final scale of the project and on variables that have not yet been fully defined.

Who is promoting the project?

The development is being promoted by Promotora Ramos Marín S.A. and Promotora y Urbanizadora Marbellí S.L.

Marbella’s Local Government Board considered the file during 2026, and the documentation currently available includes the conditionally approved agreement, economic and legal-technical reports and the full technical proposal.

The file was later published on Marbella Town Hall’s Public Information Portal as part of the ongoing planning process.

Construction of 1,582 homes has not yet been authorised

This is one of the most important points when assessing the current status of the project.

The processing of the Arroyo Segundo ATU-NU does not amount to planning permission to immediately build 1,582 homes.

What is currently being processed is the delimitation of the development area and the general conditions that would allow the land to be transformed in the future.

Detailed planning will still have to be established through a Partial Development Plan, along with the corresponding technical, planning and administrative procedures.

The figures relating to homes, investment and revenue should therefore be understood as scenarios included in the planning documentation rather than as a final development ready to begin construction.

A major piece of Marbella’s eastern expansion

If the planning process continues to move forward, Arroyo Segundo could become one of Marbella’s largest new urban development areas in the coming years.

Its size, proposed housing capacity and new connections make it an important part of the future development of the area north of La Ermita.

The main challenge will be to integrate new housing with services, economic activity, public spaces and a road network capable of supporting the additional growth.

For now, the project remains within the planning process and will still need to complete several further stages before this area of more than 35 hectares can actually become a new neighbourhood of Marbella.
