The New Tívoli World Moves Forward with Hotels, a Shopping Centre and a Revamped Theme Park

Plans to bring Tívoli World back to life have taken another administrative step forward. Benalmádena Town Council has sent the preliminary urban development proposal for the site to the Andalusian Government, formally beginning the environmental assessment required before the project can continue.

Promoted by Grupo Tremón, the proposal would transform the historic site into a major tourism and leisure complex combining the reopening of the amusement park with two hotels and a shopping and entertainment centre.

Reopening the Theme Park Will Be a Priority

The agreement between the council and the site’s owner establishes that the amusement park must reopen before or at the same time as the new hotels and commercial area, but never afterwards.

The agreement also considers the possible return of former Tívoli employees. The park has remained closed since 2020, following several decades as one of the Costa del Sol’s best-known family attractions.

Three Months for the Environmental Report

Municipal technical and legal departments have issued a favourable assessment of the submitted documents. The Andalusian Government now has approximately three months to produce its strategic environmental report.

This document will be essential before detailed planning for the site can begin. Once the environmental stage is completed, the developer must prepare an Internal Reform Plan, which will require initial approval from the council and a subsequent public consultation period.

Further stages will include land division, urban infrastructure works, the preparation of building plans and applications for construction licences. Although the project is progressing, several administrative procedures must still be completed before work can begin.

A Major Development in Arroyo de la Miel

The project covers more than 156,000 square metres. The plans include a large commercial area, hotel facilities and an expansion of the land dedicated to the amusement park.

The estimated investment is between €100 million and €200 million, with the aim of attracting visitors, creating economic activity and revitalising this part of Arroyo de la Miel.

No Confirmed Reopening Date

Benalmádena’s mayor, Juan Antonio Lara, has said that the process is moving forward according to the expected timetable, although he acknowledged that it is a lengthy and complex urban development project.

There is currently no official date for the reopening of Tívoli World. The next steps will depend on the Andalusian Government’s environmental report and the approval of the remaining planning documents.
