Urban Planning Unlocks the Largest Housing Development in Málaga in the Coming Years: 2,847 Homes Between Churriana and Torremolinos

After a period weighed down by legal disputes, and eight years after its procedures were reactivated, what will be the largest urbanization in Málaga over the coming years is moving towards its initial construction, which could start later this year. This is the project known as Rojas Santa Tecla, a set of lands located north of the Benítez camp and west of the Churriana road, totaling 1,488,269 square meters. Here, the construction of 2,847 homes is planned, aligned with new roads that will traverse the lands framed by the Monsálvez, El Olivar, and Cortijo de Maza areas, and grouped around a golf course that will cover an area of 450,000 square meters, divided into six sectors, and will offer at least 18 holes.

This ambitious residential operation has been making progress towards its realization over the last few years, but has been hindered in the last two by difficulties encountered by its promoters (around seventy individuals and companies) when trying to register the division of properties in the Property Registry, due to objections raised by this institution. To overcome these objections, in July last year, they requested the Municipal Urban Planning Management to approve a supplementary legal operation, which this department of the City Council plans to approve at its governing board this Thursday.

The file clarifies and resolves all the issues requested by the Property Registry, and allows the registration of the division of properties with all the required corrections, including a correction of the cadastral cartography related to the boundary between the terms of Málaga and Torremolinos. Thus, once it is approved by Urban Planning this week, the promoters of Rojas Santa Tecla, advised by the Ius Urbis law firm, will be able to complete the registration of the project and, with it, start the urbanization works of the lands.

More than 50 million euros of investment

According to sources close to this operation speaking to SUR, the intention is to start contracting these works as soon as possible, so that they can even begin within 2026. The urbanization project of the lands, developed by CAI and Narval, is valued at 53.9 million euros (including the golf course), and has an estimated execution time of 28 months, just over two years.

According to the urban plan approved by the municipal plenary in March 2017, in addition to the housing, this action also includes two plots for commercial use – one on the border with Torremolinos, on the other side of the highway, and another to the north of the lands of the Benítez camp – totaling 30,115 square meters, a golf club on a land of three thousand square meters, sports facilities on an area of 22,784 square meters, social (24,207 square meters) and educational facilities (45,690 square meters). Additionally, 330,353 square meters are reserved for green areas and 244,172 square meters for roads. There are also 2,763 surface parking spaces planned, of which 70 will be reserved for people with reduced mobility.

In the Rojas Santa Tecla project, more than half of the urban rights are held by the Fierro-Van Dulken family, heirs of Juan Jiménez; 12% belong to Land Co, the land development company of Banco Santander, which plans to build 335 homes here; and another portion is held by the company Málaga Oeste, behind which is the businesswoman Francisca Sánchez Ordóñez. The rest are owners with smaller percentages.
